Voting Question: How much to offer a short sale thats been on the market 7 months?

The house is in Redford,Mi it was org. listed on 11/3/10 for $25,000 and is now currently listed for $15,000 I want to pay cash for the home. And will fix it up myself. and I want to know what I have to offer and or do to get the bank to accept my offer the bank is coldwell bank. As well as does anyone know how to get a faster response time from the bank. will they respond faster since I'm paying cash? my agent says the bank can take up to 60 days just to respond. Thanks...
